If you download the mod that lets you control the pets you can also use ‘testingcheats’ and then shift+click and select teleport. This will teleport the puppy/kitten to the indicated spot without needing to be picked up and carried up or down stairs. This method only works with the controllable pets mod though, w/o it Pets cannot be selected.
