As far as I am aware, it is only possible to play multiplayer games online through Xbox Live if you have a gold account, or if you are playing on a Free Gold Weekend, which are special, and often rare, events that happen often to celebrate the release of a new title or occasionally for holidays.
Can you play multiplayer on Xbox One without Xbox Live Gold?
Technically, no, you cannot play multiplayer without Xbox Live Gold. There are some games that allow for a co-op mode (which is kindda multiplayer, depending on who you ask). Most of these games are from the 360, and only a select few of those made it onto the backwards compatibility list for the Xbox One.
Do you need Xbox Live Gold to play Final Fantasy Online?
Final Fantasy XI is an exception, though: you can play online even with an Xbox Live Free account. One notable exception is Final Fantasy XI, which does not require a Gold account to play online. That game does require its own monthly subscription, though, which somewhat explains the difference.

An Xbox Live Free account allows the user to access the Xbox Marketplace, create profiles, add friends and send messages between friends, and utilize streaming apps such as Netflix, Hulu, and Skype. It does not, however, allow users to play multiplayer games online.
