When two Sims who are adults or elders are in love, they can first get engaged, and then marry. Young adult Sims can get engaged, but cannot marry while they are at college. If Bon Voyage or later is installed, Sims can marry while on a community lot.

Basically if you are best friends with another sim for 3 (or 4 I can’t remember) days in a row and you will become BFF with them. Once two sims become BFF, their relationship goes down very slowly and they can do some special interactions with each other that only BFFs can do.
