You can complete weekly Social Goals to earn Social Points. Social Goals require you to use a Neighbor’s town to complete tasks with a Sim. Only friends who are also logged into Facebook in The Sims FreePlay will be visible as neighbors.
Why can’t I visit my neighbors on Sims Freeplay?
They can’t see it because they aren’t seeing the most up to date version of your game, you need to connect to the cloud for them to see this version of your game. Do you have a list of Social Tasks?

Can you add a neighbor on Game Center?
Just an FYI you can’t add friends on Game Center anymore. Apple discontinued that a couple of years ago. You can add people from Facebook if you have added them as friends. Just do a Facebook search of Sims Freeplay and you will find numerous groups for adding neighbors.
