Yes you can. Click the button on the left and find “move or sell furniture” then tap on the floor or wall that you want to change and then the option to change will come out below the screen.
What level do you have to be to build a second floor in Sims FreePlay?
To be able to perform this action you have to be on level 17 and complete the mission multi story renovations and you can build it. Click on the chair icon to open the home store. Go to the house section and select the floor construction tab just right of the room tab.

Once we have an upper level, we need to add stairs so our Sims can reach these new levels. Stairs are added from the lower floor up and will automatically remove the necessary floor tiles for the stair well. We can also add stairs to an upper level from outside.
