Sometimes you get the choice and if you select HOUSE, then the LOTS disappear. Select LOTS and only the EMPTY LOTS will appear. I can afford the lots and I have an adult sime. The only lots showing as available for purchase are ones with houses already on them. Empty lots aren’t showing an icon.
