In order to create new roads, you have to create a whole new map, which is done in Sim City 4. Mootilda made a tool so you can replace the roads, terrain, etc from one neighbourhood with another, so if you created a new map you could switch it out and still keep your houses and families.

CAW is a third party Sims 3 World Editor called “Create a World.” Although I never really messed with it, I know that you can create whole new cities, add roads of course, customize lots, adjust the world properties using this tool, and much more.
