Go back to live mode, click on the statue and summon the sim you want your Sim to meet. Once they have appeared click on the Sim and choose the Mc Command Center option. Go to relationships and chose the level of relationship you want the sims to have. The links from the last update are now current to where the mods can be listed.

Each of the Sims can use a social and draw another in, to the point that your Sim may be interacting with a number of them. The Sims will Chat amongst one another in between uses of Socials. Chatting in groups seems to just be a nice visual trick to make the game more immersive.
