You can’t do anything to prevent this, if you want to play The Sims 4 with all your packs installed the game needs that space. You can always install the game on a external drive to free up some space on your internal drive.

Why is Sims 4 running out of space?
If the game cannot locate a Sims 4 folder in that location it will create a new one, resulting in a brand new, clean game when you launch it. If you have been using iCloud Drive to store your Documents folder in the cloud but suddenly the game starts creating new games, this is because your internal storage is very full.
