Do you want to buy Sims 3 or Sims 4?
Personally I have no plans to buy Sims 4 on release day, but will wait and see what content is released in the following months. Currently, there are certain aspects of Sims 3 that I dislike and are pushing me towards 4, but there are also many many things about 4 that are pushing me to stick with 3.

Unless The Sims 5 brings back The Sims 3 features and adds more along with improvements nothing will be worthy of being called a sequel to The Sims 3. Also what held Sims 3 back was its 32-bit executable (4GB RAM limitations), sloppy coding, and bad engine (seriously just use Unreal or Frostbite or make a new one with people who know tech).
