THe best way is to dash through buildings in story mode in the ‘ruined city’ map. THere are several other ways too- like winning tournaments and exploring sim dragon, but the first method will usually get you 7 dragonballs in 7 fights. So use it.

How to unlock passwords in Dragon Ball Z Budokai?
Log In to add custom notes to this or any other game. During the dragon universe you get passwords that you can unlock once you complete DU with every character. When you choose your character Press R1 for a password screen enter the codes to unlock these costumes.
How many characters can you kill in Dragon Ball Z Budokai 3?
