To enter Avalon you must be level 70 and have completed Zafaria. If someone hadnt completed Zafaria yet, and quested through Zafaria, and then on to Avalon on test, they will likely be about level 78 when they get to Avalon.

A month if you play enough. Few weeks if you grind pretty hard, but four hours a day I’d say 2-3 months.
