Do you get normal arrows in Zelda the wind?
Otherwise, you only get the normal arrows when you shoot. Also, check your inventory for a red dot and a blue dot by the bow. You may not have those arrows if you went there too early. You did see a scene with an oddly-familiar-looking little girl and 2 fairies flying into Link, right?
