Go up another floor and place the elevator WITH a door. Make sure you draw a line of wall when placing the elevator with a door. Otherwise it will not work. So now my sim can go from the first floor to the third floor. BUT if you want your sim to go on the second floor simply replace the shaft with an elevator door.
