The STAR Game is found in Castle Town in Twilight Princess after completing the Lakebed Temple and obtaining the Clawshot. It is run by Purlo in the STAR Tent. Hanna, Misha, and Kili are very interested in the new game, as well as many other residents of Castle Town.

(I did skip them but it was late and I wanted sleep) Go to load the game, star on the save file, all looks good.
