How does a rextexture work in the Sims?

A rextexture is just retooling of the original mesh. It’s common on hair. So to better explain it, it would be like adding a layered texture to a bob (hairstyle) and so on. Hope that made sense. So does a mesh show up in your game? Can you put it on your sims? I don’t even know how to use retextures… do they work just like regular CC?
