He may be slightly slower than Sonic but he’s also got a major advantage in strength, skill, durability and versatility. Sonic can really only rely on his speed and whatever powerups he has at his disposal while Shadow has chaos control naturally, not to mention Spear, Blast, and many other chaos abilities.

My guess is that the whole time Sonic’s physically and speed wise superior to Shadow by a small bit but Shadow closes the gap between them with Chaos abilities (Only in Base Form since in Super there’s the obvious fact Sonic can use Chaos Control).
