Classic Zones scale to 60 barring the starting zones, BC and Wrath both scale from 60-80, Cataclysm and Pandaria from 80-90, WoD from 90 – 100, Legion from 100-110, and BfA from 110-120. Dungeons in those brackets function the same way as well. The only thing that doesn’t scale are Raids.
